C'E' UNA DELEGAZIONE EUROPEA E DUE AVVOCATI DEL PRESIDENTE KURDO. OVVIAMENTE E' 
SUPERFLUO DIRE CHE NESSUNA DOAMNDA PUO' ESSERE POSTA, IN ATTESA DI RISPOSTA, 
ALLA DELEGAZIONE TRATTANDOSI DI DATI SENSIBILI E DI STATI SOVRANI CHECOMPONGONO 
LO STESSO CPT (DEL CONSIGLIO D'EUROPA). VI SARANNO DEI REPORT TRA 4-6 MESI 
(COME IN PASSATO).

Anti -torture group pays visit to jailed terrorist leader 

A European anti-torture group visited the new prison cell of Abdullah Öcalan, 
the jailed leader of the outlawed Kurdistan Workers’ Party (PKK), on İmralı 
Island yesterday.  

Yesterday was the second day of a two-day visit to the island that took place 
upon an invitation by the Foreign Ministry, which defends Turkey’s treatment of 
the terrorist leader. The invitation aimed to prove that the newly built high-
security addition to the İmralı Island prison is in compliance with 
international standards.

Öcalan was the sole inmate at the prison on İmralı, an island in the Sea of 
Marmara, until new prisoners arrived in November after the Council of Europe’s 
Committee for the Prevention of Torture (CPT) criticized Ankara for violating 
Öcalan’s human rights by keeping him in solitary confinement. Following the 
arrival of other prisoners to the island, Öcalan was moved to a new cell.

The move, however, sparked outrage among Turkey’s Kurds, who took to the 
streets to protest Öcalan’s new prison conditions. One person was killed in 
clashes with security forces during violent rallies in southeast Turkey.

A six-member CPT delegation arrived at İmralı yesterday afternoon by 
helicopter and met with public prosecutor Sait Gürlek.

The Justice Ministry released photos of the prison cell in early December in a 
bid to show that the prison complies with international standards and to allay 
concerns that Öcalan is dealing with difficult conditions.

Ue-Turchia/ Europarlamentari chiedono modifica costituzione turca
Commissione Esteri approva rapporto su progressi verso adesione

Bruxelles, 27 gen. (Apcom) - La commissione Affari esteri del Parlamento 
europeo ha approvato, oggi a Bruxelles, con 61 voti a favore, nessun contrario 
e 11 astenuti, una proposta di risoluzione da sottoporre al voto della Plenaria 
sui progressi verso l'adesione della Turchia all'Ue, in cui si chiede ad 
Ankara, fra l'altro, di modificare la Costituzione turca per limitare 
l'influenza eccessiva dei tribunali militari nel Paese. Una legge nazionale che 
andava in questo senso è stata annullata dalla Corte costituzionale turca 
proprio perché i giudici hanno agito in base alle norme della Costituzione 
esistenti, che vanno perciò cambiate, ha argomentato la relatrice 
dell'Europarlamento, l'olandese Ria Oomen-Ruijten (Ppe). 

Gli eurodeputati, inoltre, criticano la Turchia per aver proibito il partito 
curdo Dtp (che aveva 21 parlamentari, ora impossibilitati ad esercitare il loro 
mandato), e per i mancati progressi nel dossier del Protocollo di Ankara, 
bloccato da anni, che doveva garantire l'accesso di navi e aerei ciprioti negli 
scali turchi. Il testo contiene anche un appello a iniziare subito il ritiro 
delle forze militari turche da Cipro Nord. La risoluzione sollecita poi Ankara 
a procedere con la riforma dell'apparato giudiziario, e a garantire 
l'applicazione effettiva delle nuove leggi sui diritti delle donne e delle 
minoranze e sulla libertà dei media. 

Su una nota positiva, gli europarlamentari accolgono con favore il 
miglioramento delle relazioni di Ankara con l'Armenia e il ruolo della Turchia 
in Medio oriente e nei negoziati con i paesi Ue sull'energia e i gasdotti. La 
commissione Esteri chiede, infine, che sia aperto il capitolo sull'energia dei 
negoziati d'adesione Ue-Turchia.
