                            crollo del "keynesismo privatizzato". Per
                            uscirne, occorrono politiche opposte a
                            quelle di Maastricht. Un new deal inedito,
                            strumento di una "riforma", non solo di una
                            "ripresa" che è impossibile nelle condizioni
                            date. E una sinistra di classe su scala

                        titolo. Rótta può significare direzione; ma
                        anche sconfitta, sbaragliamento. Di questo
                        stiamo parlando, per quel che riguarda la
                        sinistra. O si parte dalla coscienza che si è al
                        capolinea – e dunque che è ormai condizione di
                        vita o di morte un’altra analisi, un’altra
                        pratica conflittuale, un’altra proposta – o
                        siamo morti che camminano. La luce in fondo al
                        tunnel è quella di un treno ad alta velocità che
                        ci viene incontro.</p>
                      <p>Si chiede Rossanda: non c’è stato qualche
                        errore nella costituzione della Ue? Come si
                        ripara? L’unificazione monetaria in Europa non
                        sarebbe che la figlia legittima della fiducia
                        hayekiana nella mano invisibile del ‘liberismo’.
                        È questo che avrebbe retto i decenni ingloriosi
                        che ci separano dalla svolta monetarista. Le
                        economie europee dovevano ‘allinearsi’ a medio
                        termine, grazie alla politica deflazionistica
                        della Bce. Il problema sarebbe la frattura con
                        la linea continua Roosevelt-Keynes-Beveridge,
                        che si sarebbe materializzata nei Trenta
                        Gloriosi in un ‘compromesso’ tra le parti
                        sociali. È la <i>vulgata</i> ‘regolazionista’.
                        Pace sociale e sviluppo trainato dai consumi
                        salariali come perno dello sviluppo postbellico.
                        In Europa, lo spartiacque sarebbe il crollo del
                        Muro di Berlino. Di lì il Trattato di
                        Maastricht, e poi l’istituzione dell’euro. Ne
                        discendono: liberalizzazione dei movimenti dei
                        capitali, primato della finanza, fuga
                        dall’economia reale, delocalizzazioni,
                        indebolimento del lavoro. La bolla finanziaria
                        scoppiata nel 2008 viene in fondo di qui, dalla
                        finanza perversa e tossica.</p>
                      <p>È un quadro non convincente in tutti i suoi
                        snodi. Il keynesismo era stato abbattuto da
                        Reagan e Thatcher, e prima ancora da Volcker. Ma
                        cosa era stato davvero il ‘keynesismo’? Non un
                        ‘compromesso’ tra capitale e lavoro. Tanto meno
                        un’era di crescita capitalistica trainata dai
                        consumi. Il salario non traina la domanda, lo fa
                        la domanda ‘autonoma’ – anche se una migliore
                        distribuzione del reddito può alzare il
                        moltiplicatore. La Grande Crisi e la Seconda
                        Guerra Mondiale avevano prodotto una gigantesca
                        ‘svalorizzazione’ di capitale e una potente
                        iniezione di domanda pubblica in disavanzo,
                        grazie a quel <i>deficit spending</i> che
                        Roosevelt ritenne di poter accettare solo con
                        l’entrata in guerra: mentre lo aveva rifiutato
                        nel <i>New Deal</i>.</p>
