cosiddetta “guerra al narcotraffico e al crimine organizzato”, i soldati sono ancora
impegnati in operazioni di pubblica sicurezza, mentre in tutto il paese la violenza
rimane diffusa. Sono stati segnalati nuovi casi di tortura e altro maltrattamento,
sparizioni forzate, esecuzioni extragiudiziali e detenzioni arbitrarie. È persistita
l’impunità per le violazioni dei diritti umani e per i crimini di diritto internazionale.
Il Messico ha ricevuto un numero mai raggiunto di richieste d’asilo, prevalentemente
da parte di persone in fuga da Salvador, Honduras e Guatemala. Difensori dei diritti
umani e osservatori indipendenti sono stati al centro di intense campagne denigratorie
e i giornalisti hanno continuato a essere uccisi e minacciati per il loro lavoro.
La violenza contro le donne è rimasta motivo di grave preoccupazione e negli stati
